Selection Criteria for Partner LGUs in LGSP II

Approximately two hundred and thirty (230) LGUs were tentatively selected to participate in LGSP projects in 2001. These LGUs, in Mindanao and Western Visayas, were selected based on the criteria contained in the PIP and those outlined below. This selection was verified by the respective Regional Program Steering Committees (RPSCs). Only after the elections and confirmation of newly elected officials were the further participation of these LGUs confirmed, as the commitment of the chief executive and legislative council was a required criteria for ongoing participation in LGSP projects.

 

LGU Selection Mandatory Criteria Criteria:

 

The LGU

1.     Is located within one of the regions covered by the program

2.     Is willing to allocate resources (personnel, funds, facilities, time, expertise) to achieve and LGU and/or alliance goals and objectives

3.     Has ability to interface regular LGU activities with capability building interventions and is able to commit human resources to pursue projects

4.     Where appropriate, demonstrates interest to join an existing LGU cluster or alliances, or willingness to form an alliance with adjacent LGUs to address common development needs

5.     Expresses and demonstrates commitment to partner with LGSP to respond to identified development thrust and strategies including:

    • Support of local chief executives and legislative council through a signed ordinance and/or memorandum of agreement supporting the collaboration with LGSP
    • In case of an alliance, a signed ordinance or memorandum of agreement supporting collaboration with other alliance members
    • Commitment to regular participation in LGSP project activities (meetings, training, workshops, project mobilization, etc.)

6.     Has a strategic role or function within province

 

A Strategic Role includes at least one of the following criteria:
 

The LGU

  • Is part of an alliance that is responding to a critical development issue such as ecoysystem management
  • Is part of a provincially/regionally declared Growth Center
  • Responds to thematic issue or concern central to LGSP
  • Participates in other CIDA Projects (PDAP, PEARL, PPDSA, GO PA 21, PCEEM) or other donor projects supportive of local governance (Haribon Terrestrial Ecosystem Program, PACAP, etc.) with which LGSP can collaborate
  • Is a 5th or 6th Class LGU wherein LGSP inputs can make a significant difference and which may provide models for replication
  • Is considered strategic within Regional or Provincial Development Plans
  • Includes key CSOs with which to develop model LGU-CSO linkages
