Knowledge Products - Knowledge Product Development

LGSPA/LGSP's process of developing knowledge products that are official publications requires the following questions to be answered/resolved:
 
KNOWLEDGE PRODUCT DEVELOPMENT
Decision Tree: Questions to Ask
 
    1. PRIMARY TARGET AUDIENCE
      Identify PRIMARY audience: Is it for the LCE, the legislative officials, the LGU technical staff, LRPs, DILG, CSO representatives etc.?
      DO NOT PROCEED without a clear identification of primary target audience
    2. NECESSITY AND USE OF KNOWLEDGE PRODUCT
      Establish the need and use of the knowledge product: Does it fill a knowledge gap in the country AND for its identified target audience? Are we really sure this is not duplicating something that already exists? If the answer is NO, dont proceed.
      One suggested strategy: If the product fills a partial gap, consider blending / delivering with other products
    3. CONTENT
      Is the content good? Do we have the content we need already gathered (or would a lot of extra research and writing need to be done)? Are we sure that the content is technically sound and leads to better practice?
      If the answer is NO, dont proceed.
    4. DISSEMINATION STRATEGY
      Develop a disseminate plan. Can we identify someone who would be willing to disseminate the product beyond LGSPA/LGSP sites to ensure wide utilization?
      If no, dont proceed.
    5. CANADIAN EXPERTISE
      Should we involve Canadian writer(s)/editor(s) where necessary and appropriate, who have experience in managing information and writing this kind of document?
    6. WORKPLAN
      Draft a timeline and schedule of the process that needs to be carried out in developing the Knowledge Product
    7. TECHNICAL TEAM IN LGSPA/LGSP
      It would be necessary to identify key persons in LGSPA/LGSP who would be part of the team responsible for the project.
    8. PRODUCTION TEAM
      Develop Terms of Reference for the writers, graphic designers and printer for the project in preparation for the bidding process. It is best to be CLEAR with scope of work and expectations.
