1. What is LGSP?

LGSP is a capacity development program (2000-2006), funded by the Canadian International Development Agency (CIDA), geared towards promoting efficient, responsible, transparent and accountable governance in targeted regions in Western Visayas and Mindanao. LGSP implemented initiatives and projects to enhance capacities of local government units and civil society organizations (CSOs) in partnership with Local Resource Partners (LRPs) in the areas of local government management, service delivery, resource generation and mobilization, and participatory governance.  In 2005, LGSP II was granted an 18-month extension to focus on sustaining the gains of LGSP through a variety of project activities, aimed towards strengthening the enabling environment for local governance.

2. What are the objectives of the LGSP Extension?

Following almost two decades of successfully creating enhanced capacities and support systems by working directly with LGUs, the LGSP II program was in its critical extension phase, with budgeted activities from March 2005 through to May 2006. The LGSP II Extension focused on consolidating the achievements of LGSP and strengthening the enabling environment in local governance.  Specifically, the objectives of the extension were:
? To consolidate capacity at the LGU, regional and national levels to sustain the results of LGSP and to facilitate further capacity development and dissemination and replication of exemplary practices nationally
? To develop capacity within the enabling environment for local governance, especially at the national level, for local government system leadership and management, intergovernmental communication and interaction, and participatory policy development and reform

3. Who are the partner institutions or agencies of LGSP?

The main program partners of LGSP Phases I and II in the Philippines were DILG, NEDA and the local government units in the seven target regions in Western Visayas and throughout Mindanao. LGSP also worked with Local Resource Partners (LRPs) to develop capacities and offer trainings and technical assistance to local government units and civil society organizations (CSO).

In the extension, the efforts of LGSP strengthened the enabling environment for local governance by working closely with the DILG, both at the national and regional levels, and the various leagues of LGUs.
